The object of the Powers should be, by joint

pressure on the Chinese authorities, to induce these

suthorities themselves to take vigorous measures for

the suppression of piracy, but, pending effective action

by the Chinese, the Powers shoula aŭnsider what Inter-

national measures independent of Chinese cooperation can

be taken to guɛrt against piracy and to repress it,

Joint pressure on the Chinese authorities could

be in three degrees:-

(a) The Powers could merely draw the attention of

the Chinese authorities to the duty of suppressing piracy

(this by itself would be of little use except for the

purpose of preparing public opinion).

(b) They could urge the Chinese authorities to

take action and offer their cooperation.

(0) They could make it clear to the Chinese

authorities that unless they took motion either alone or

with the cooperation of the Powers, the Powers would them-

selves take such seksures as
